2025 Abstract - The 2023 2024 2025 Farm Bill – Is There Hope for Congress to Enact Durable Farm Policy?: The 2018 Farm Bill promised “certainty and predictability” to farmers and our agriculture economy. Since then, the Biden Administration implemented major spending increases in Farm Bill nutrition programs (SNAP was increased by more than 80 percent!). In the Inflation Reduction Act, congressional Democrats appropriated an additional $19 billion for Farm Bill conservation programs (a 33 percent increase). What is the outlook for farm legislation in 2025? Can producers expect any long overdue improvement in the safety net for rice, cotton, soybeans and other crops that drive our farm economy?
